Summary/Abstract: The socialist economic system implemented by the Union of Soviet Socialist Republics (USSR) enabled the social, economic, political and military relations between the countries forming a union through a central planning. The collapse of this Socialist economic and administrative system resulted in the disintegration of the USSR. As a result of the dissolution of the USSR, Azerbaijan declared its independence in 1991 and adopted the free market economy model. During the implementation of the new economic model, the country faced serious economic problems. The main reasons for this are the lack of adequate infrastructure, technological and economic power.
