Summary/Abstract: There is no doubt that Eastern Anatolia is among the geographical regions which was affected during I. World War that lasted four years. Socioeconomic problems and spatial destruction were felt widely because major part of the region was used as a battlefield, especially in last years of the war. Erzurum and Van, important provinces of Eastern Anatolia in terms of geostrategy and socio-economy, were affected by such socio-economic problems and destruction on a large scale. Erzurum and Van differ from other Eastern Anatolia provinces in that other Eastern Anatolia provinces was occupied by only Russia whereas Erzurum and Van not only was occupied by Russia but also was exposed to persecution of Armenian, which made harder solving the problems in Erzurum and Van. After the year of war and invasion, agricultural activity is one of the most important activities to return the life in Erzurum and Van to normal. The directors of Erzurum and Van could not have plenty of time to solve the problems of agricultural activities unlike other activities. Agricultural issue, determinant of continuity of food supply, was primary for the governors who was assigned to Erzurum and Van. In this context, it is crucial to research these two provinces agricultural situation and problems of agricultural activity in 1918 when the invasion ended. Based on archive records and sources of the era, answers were searched for the questions like; Which attitude did central-local and military government have in order to start again and develop the agricultural activity? What is the most onerous topic to develop agriculture? What was the obstacles which prevent problems from being overcame?
