Summary/Abstract: The need to own resources of any kind is a sine qua non pre-requisite of humanity that has always led and is still leading to conflicts and even wars, be it openly declared or not, in order to get them. Conflicts have always existed in this regard; however, the same could be said about rules and regulations for the access to resources at local, regional, national and international levels. Nowadays, we have inherited the tendency to wage wars for land and water territories, for population, for food, mineral, or energetic resources, for gold as such, for the green gold (forests), for black gold (oil), for blue gold (water), etc.The rules set and negotiating access to all kinds of resources make up a number of local, national, international, and global policies. Consequently, there is a need for a systematic study of conflicts and cooperation among states for resources. The wish of strong states, from an economic and military point of view, to get hold of resources that are vital to the economic progress of each state on its own and thus to own population resources is going to result in conflicts and wars.
