Summary/Abstract: The right to adequate time and facilities can be seen as a general provision to guarantee not rights that are theoretical or illusory but rights that are practical and effective. An opportunity for adequate defence preparation is essential if an effective response to the charge is expected. The first requirement is that the defendant must be informed properly and promptly of the accusation, be allowed timely access to the file and be afforded sufficient time to comprehend the information and subsequently to prepare a proper defence, especially regarding the submission of evidence for the defence
