Summary/Abstract: One of the most important results of the procurement procedure is the conclusion of a public contract. Our law of public procurement provides a notion of a public contract and states its sorts, provided that in respect of the conclusion and implementation of public procurement contracts and, consequently, the rights and obligations and responsibilities of the contracting parties and other issues, refers to the application of relevant provisions of law of a obligations. This is the instrument through which specific public procurement is realized, or performed. As one of the essential objectives of the public procurement system achievement and safety protection in public procurement can be sorted out. Security is primarily concerned of public interest or the proper and efficient spending taxpayers' money for purposes for which they are intended. In order to achieve this goal, among other things, proper and lawful conclusion of a public contract must be made. In this regard, the paper will process and display the basic elements that are available in terms of proper and lawful conclusion and implementation of public procurement contracts.
