Summary/Abstract: The central idea of this work is a dilemma whether in the beginning of the 1980s a turnover happened in the concept and practice of social policy, or the present model will be retained. In order to analyse this, the author thinks that it is necessary to understand the beginning and functions 'of social policy in capitalism and only then its place in socialism. Stressing the essential impacts of capitalism (economy, technology), the author considers that there is a ground for the statement about similar functions of social policy.
