Summary/Abstract: The article deals with the reactions of welfare institutions e.g. educational, health care, employment, social care and other institutions on economic crisis. On the basis of several reactions three main strategies have been identified: rationalization, marketization and extemalization of production of services. It has been found out that rationalization strategy has been most supported by the state and party bodies and th at marketization has been most supported by selfmanagement communities of interests. The extemalization strategy has been accepted by the above mentioned social actors primarily as an emergency exit while people and several groups on the local level have been increasingly inclined to this strategy due to the increasing dissatisfaction with services rendered by the existing institutions.
