Administrative Governance of the Peoples’ Amateur Music and Art Related Activities in Bulgaria between the Autumn of 1954 and 1960

Summary/Abstract: This article is a part of a broader survey, aiming to study the amateur art activity related to folklore, within the context of musical and general amateur art activity governance (amateur art activity = ‘samodeynost’). Administrative amateur art governance is being studied here, from the moment of the creation of a separate governing institution (Peoples’ Art Central House), up until 1960, when targeted folklore “sabors” begin – (a special range of the so-called “folklore from the original source” festivals). The focus is devoted to: 1. Administrative governance of ‘samodeynost’ on a state, as well as local level; 2. Structure of the newly created Central House for National Art; 3. Circle of its tenured and non-tenured associates; 4. The emerging system of Peoples’ Art Central House editions; 5. The tasks assigned to this institution and its prospective relations with other organizations and institutions. In the surveyed period, the Peoples’Art Central House outlines as an institution that, (because of its inability to finance or sanction the art institutes it is supposed to govern) should solely rely on epistemic authority (acc. to Bocheński); an authority it does not have at that moment.
