Social infrastructure as the factor of the creativity and the competitiveness in the development of the city in the aspect of the local government activity – on the example of the city Olsztyn, the capital of the north-east region of Poland – Warmia

Summary/Abstract: The activity of local authority in the range of the development of the social infrastructure are represented on the example of the city Olsztyn as a capital of Warmia and Mazury. Researches include the period from 2000 to 2005 year. Changes, what happened in this period in each elements of the social infrastructure are analyzed in institutional aspect - legal instruments being in the management of the local autonomy in areas of the management planner, strategic and financial. This what was important for the author was a attempt to find the balance and the meaning of the development of the infrastructure in the growth of the competitiveness of the city, to the improvement of its image and the meaning in the general socioeconomic development of the city.
