Summary/Abstract: The end of the Cold War has determined the social consciousness that military menace has diminished, being replaced by new non-military risks, the dangers and menaces of political, economic and social, environmental type, including those of educational and cultural nature. Human security, as a new constructivist concept in the contemporary security studies and in social sciences, represents a new perspective of security as a global social phenomenon. The social-culturologic component of human security underlines the importance of assuring the stability of cultural environment, of spiritual progress and of the intellectual and moral welfare of the human person. These efforts harmoniously fit into the wide-ranging activities of promoting human security in the society which is mainly concentrated on the totality of the interests and needs of the human individual. The security interests of the state become subsidiary and inferior as a priority comparing with the person’s security.
