Summary/Abstract: The exponential growth of the exchange of information between individuals, groups, organizations, states has a great extent, lately, worldwide, which implies the implementation of revolutionary technologies in transport infrastructures,management solutions, terminals and user applications, where the transmission environment and the radio spectrum, considered as a limited natural resource, occupies a central place. The planning of the radio spectrum for the user requires permanent coordination; in this regard, ITU, through the own instruments developed, as well as the legislation adopted at international level, has led to an efficient use of the radio frequencies both on Earth and in space.
