Summary/Abstract: Captain Catelli Emanuel, son of a farmer, embraces the military career,participating in fights during World War I on the Romanian Front within the 4th Russian Army, the 77th Infantry Regiment. He organizes the first Military Committee and the great meeting of the Romanian – Moldovan soldiers from Odesa and he requires from the Russian authorities political and social rights, national schools, a national army and independent ruling for Bessarabia. Through the envoys of the Military Committee, he organizes propaganda actions in order to spread the patriotic revolutionary and unionist ideas among other Romanian – Moldovan soldiers; he works together with the Moldovan National Party; he initiates and supports the idea of a Country Council and the autonomy of Bessarabia. In the first and the second government of the Moldovan Republic, he holds the position of General Manager of Agriculture; after the Union with Romania he participates for several times in the governing of Romania and has significant positions in the structures of the Liberal Party and the Romanian Parliament.
