Summary/Abstract: Many analysts looking for the historical origins of public relations tend to interpret some of the historical artifacts as record carriers, designed to communicate certain ideas or authority positions through the ages. Therefore, they accept these artifacts as prototype PR techniques. Public relations is, however, a social technology designed to function in societieswith a democratic model of government. Therefore, not all the monuments and rethoricalmanifestations of antiquity can be accepted as communication tools of historical PR. Publicrelations can perform its functions of social technology to build relationships between organizationsand audiences mainly in a democratic governance environment with high socialand economic development. And the first authentic PR practices are realized in societieswith already established democratic principles, such as the American at the beginning of thelast century.
