Summary/Abstract: The emergence and formation of a new type of Polish Armed Forces in the form ofHomeland Defense (WOT) raises many problems related to its target model, tasks orquestions about its basic character. The author as an apprenticeship has attempted toidentify particular factors in the current functioning of WOT, which significantlyimpede the functioning and development of this formation, as well as pointed outsignificant elements that can affect the significant improvement of quality, efficiencyand the growth of personal potential. Of particular importance here is the issue of theuniversality of formation, which should strengthen the State's deterrence potential.An important element in the discussion about the target territorial defense model is theuse of the achievements of the Volunteer Fire Brigades (OSP). The organization inquestion counts in its tradition for over a hundred years and gathers 16 250 units,including 4341 included in the National Fire and Rescue System. Currently, it has about696 thousand members, including about 630 thousand men and 66 thousand women.There are about 228,000 people entitled to take part in the rescue and firefightingoperation members of the OSP.
