Summary/Abstract: Central administration and local administration units are main administrative systems that operate for serving citizens in a country. Both administrative systems must perform the duties in their field in an efficient and productive way, and so, meet citizens’ needs. Due to historical problems between the central administration and local administrations, it is impossible to achieve efficiency in satisfying people’s needs in Turkey. At the root of issues between the central administration and local administration, there are problems faced in the areas of duty sharing, allocation of funds and supervision. Although many steps were taken to resolve these problems in the historical process, such problems still exist. This situation entails justice to overcome the problems, because justice represents suitability to needs on the basis of equity, and must be taken into consideration in relations between the central administration and local administrations. That the central administration and local administrations execute their duties efficiently requires duty sharing, allocation of funds and supervision on a just basis. This study first explores the concepts of justice, centralization and decentralization. Then, it discusses the role of justice in resolving the question of centralization and decentralization, which is a very important problem in Turkey.
