Summary/Abstract: Science and technology play specific roles depending on the development stages of the society. For the science and technology system, five essential functions can be considered: economic, organizational, educational, cultural and political. Depending on the changes in the society, the importance of these aspects and the interactions between them, it changes permanently, even profoundly, sometimes.The recovery of the country must be achieved by developing labor through the efficient use of labor.Nothing would be more dangerous for reform than maintaining structures and traditions that stimulate resignation, denial of employment and passivity, in the idea of assuming such responsibilities we remain faithful to the ideals that characterize us. Technological research and development can contribute to strengthening competitiveness, increasing the use of labor force, with the objective of economic growth.
