Summary/Abstract: The author of this article focuses on the problem of power and authority in small towns of Belarus. Despite the coarse authoritarian centralization and vertical hierarchy of executive authority in the country, concrete models of actualization of power and authority on a local scale can be fundamentally different. This is stipulated by the differences between those structures and groups which influence the distribution of power in a town. The analysis of the existing groups of influence, models and mechanisms of their influence on a small town power and authority has been given.
