Knocking on Purgatory´s Door. On repeating efforts to change the Rules of Order of the Chamber of Deputies

Summary/Abstract: Czech parliamentary practice shows, how easy is to produce defects in legislation. The reasons are in broad opportunities of individual members of parliament to intervene in legislative process, in number and nature of amendments and also in politically and constitutionally weak position of the government. In couple of recent years there were prepared some proposals to change the Rules of Order of the Chamber of Deputies. Although they were unsuccesful is useful to describe and explain them, because the affected problems remain the same.
