Summary/Abstract: The reorganization of public authority is a fundamental postulate of eliminating existing social controversy and improving the state of every state creation. Regarding the prosperity systems of the European Union, the reform should provide a modern, depoliticized, efficient and professional administration designed to serve the population. The transformation project includes a detailed analysis of the situation, the detection of anomalies and radical changes in all areas of public life.
