Summary/Abstract: This article is about the important role of the referendum and that the citizens’voice is also important. The fundamental principle of democracy is direct democracy, wherecitizens must have the right to vote on important matters for the society. It is worth noting that the importance of democracy is permanent. There are permanent institutions of democracy,for example a local referendum. This means that the local authority asks citizens what they think about important matters. It is important to properly regulate it, because it is the basisof the state’s system. Democracy without a referendum is dangerous because it is not real.
