Summary/Abstract: The aim of the study is to identify and interpret these legal solutions of the Entrepreneurs’ Law, which may affect the development of entrepreneurship in Poland, i.e. limit or stimulate it. The study assumes that the law creating a specific framework determines the behavior of market participants. Attention is drawn to the growing importance of the phenomenon of deregulation in the modern economy. It was recognized that legal regulationsmay stimulate specific behaviors and also limit them. The deliberations are conducted around the problem of a policy aimed at reducing barriers to entry. The author tries to answer the questions – whether the Entrepreneurs’ Law stimulates or limits the development of entrepreneurship and why it is so. The study analyzes legal provisions in relation to their impact on the development of entrepreneurship. The analyzes show that the Entrepreneurs’Law does not constitute a barrier to the development of entrepreneurship in Poland. Legal solutions adopted in the area of economic activity are based on three pillars: the principleof freedom of economic activity, the principle of non-discrimination, the principle of free competition. It was also recognized that the Entrepreneurs’ Law may become a stimulator of the development of entrepreneurship in Poland. Two legal institutions, namely, non-registrations and a start-up relief have been adopted as key in this area.
