Summary/Abstract: In public administration, communication is the manner through which citizens can address a public institution, central or local, being in the meantime a manner of exercising their fundamental right to appeal a regulatory provision that either infringes their right, or restrains it up to its supression. By the means of communication, and especially public administration communication, the citizens do nothingh more than requesting the apropriate protection of their fundamental rights, that are guaranteed by Constitution and other regulations, either national or international, in the light of the „good governance” principle, that any public institution should comply to from the very moment of the delivery of a regulatory provision.
