Summary/Abstract: Transformation is a strategic imperative. At the level of the ministries of national defence of NATO Member States, modernization is influenced by the stringent conditions afferent to the competition in the information era. In this stage, power is determined by the distribution of information, the access to information and the capacity of making rapid decisions. Transformation is a process that meets the need to adapt to the rapid changes occurring at the level of cooperation and collaboration, under the conditions of the simultaneous development of new concepts, new capabilities and new structural organizations that exploit the advantages with unto asymmetric threats and allow the pursuit of strategic interests.
