Summary/Abstract: In this article you will be offered a flexible safety concept as an attempt to respond to modern threats. In the first part, definitions of safety and security above all as a state and a process will be presented. Then, it will be an attempt to look at the security system and its responses within the adaptive and evolutionary. The flexible safety concept with a proposal to adapt it for use in national security and the public will be shown.
