Summary/Abstract: Man differs from animals by cognitive traits, reason, value system, intelligence, creativity, but also by one of the essential traits of human existence, namely communication, regardless of the form through which it is transmitted to others.Communication with other people can take forms of the most varied and different starting from the verbal communication, continuing with the classical or less classical forms of communication respectively, the interpersonal written communication, the communication through mass media, regardless of the way of expression, transmission or receiving information, first or more encrypted or encrypted messages, communication by electronic means, means or devices, even non-verbal forms of communication. All forms of communication between people, due to the rules of social coexistence, are subject to limitations or must meet certain conditions, otherwise there are situations in which norms or sanctions from the most different ones are applied, examples being moral, disciplinary sanctions, administrative, contraventional or even criminal in nature. Of course, depending on the coplexity of the information transmitted, the purpose pursued or the expected impact, in turn the communication can be a very elaborate one, at the level of madius or a common or even empirical communication. All this according to the level of culture, civilization, field of application of the sender or receiver. And because the rules of social cohabitation oblige the observance of certain rules regarding freedom of expression, it is obligatory to regulate also a series of limitations or constraints, including applicable sanctions.
