Summary/Abstract: This text is the first of three articles in which I would like to deal with the delegation and substitution of legislative power, ie two situations in which legal normative acts with the force of law are adopted by someone other than the complete legislature. At the same time, there is general agreement that legislative power is a key, though not the only, power of modern parliaments, whether we call them parliaments or legislatures. After all, the legislatures have it right in their title. Legislative authority means the authority to adopt normative legal acts with the designation and legal force of law, which regulate primarily the rights and obligations of persons, respectively competences and organization of public authorities.
