Summary/Abstract: Public administration, regardless of whether it is carried out through state administration or public self-government, is based on at least five basic pillars, which in mutual unity and harmony create a precondition for its successful functioning and fulfillment of the purpose of its existence in society. These five pillars can be understood: a postulate basis based on the fact that public administration is a socially purposeful activity, a formal basis where legislation in the form of a normative legal act provides a legal framework for their implementation of public administration postulates, a personnel basis based on that public administration is a form of social management and is therefore the administration of human affairs by people, the material basis, which is a prerequisite for the production (provision) of any goods and for public administration as one of the producers in the subject and as a set of specific goods in the object and functional one of the prerequisites for the quality provision of this specific service, and finally the power base representing the protection of the production of public goods and the goods themselves and the amount of coercion to act necessary to fulfill the purpose of providing goods by public administration.
