Summary/Abstract: The beginning of the COVID-19 proliferation crisis affects not only people's private lives, but also puts significant pressure on small and medium-sized enterprises, the state budget, municipal budgets and global and national economic development. This study focuses on the measures taken by Bulgarian municipalities to mitigate the impact of the crisis and protect their citizens, as well as the potential financial burdens that municipalities would bear in the coming months. The research proposes an analysis of the changes in the municipal revenues and expenditures during the last financial and economic crisis of 2009-2010, with the aim of analyzing the impact of the crisis on municipal budgets and reviewing the measures taken to minimize financial risks. For the purpose of this study, the measures taken to support local and regional authorities in the European Union required by the proliferation of COVID-19 are also considered. At the end of the study, we also suggest good practices that could be used.
