Summary/Abstract: The collapse of Pol Pot’s Khmer Rouge regime in 1979, and that of the USSR in 1991, enabled public opinion to become more aware of the gigantic massacres carried out by these communist regimes on their civilian populations. However, even as an increasing number of historians and other specialists recognize the strong relationship that exists between communist regimes and terror, few of them are ready to accept that this criminal dimension could have led to genocide.
