Summary/Abstract: The problem is considered through the prism of the fundamental principle of the European doctrine for the protection of national minorities, more precisely priority guarantees for individual rights and freedoms of European citizens. FCNM, which has programmatic and advisory character as regards the conduct of individual European countries, encompasses two principal groups of rights: 1) universal civil and political rights of the individual, regardless of whether that individual belongs to a national minority or not, and 2) the so-called specific features of persons who have defined themselves as belonging to a certain minority community, more specifically religion, mother (minority) language, traditions and cultural heritage. In the process of analysis it is established that, for the citizens of the Republic of Bulgaria, these fundamental rights are protected both by texts of the Constitution, which provide for the protection of the specifics of the varied national minorities, which are part of the Bulgarian people, and the adoption of new laws, amendments to the existing ones, secondary legislation directly related to the fundamental rights and freedoms of the persons belonging to the national minorities. The fundamental law of the country does not deviate in even a single one of its provisions from the charter of national minority rights – the Framework Convention for the Protection of National Minorities. At the same time, the alignment of the legislation of the Republic of Bulgaria in the field of minority matters with the relevant fundamental global and European documents leads to ever more comprehensive guaranteeing of individual rights and freedoms of the persons belonging to certain (minority) communities. The main conclusion is that the requisite stable foundations of legal framework have been laid in Bulgaria for the protection of national minority rights. However, more responsible steps have to be taken along the way to the „sufficient“ in this field.
