Governance and Sustainable Development in Local Communities: Cases from the Rural Area

Summary/Abstract: The article is an attempt to examine some relations between the developmental mechanism called ‘governance’ and the type of development called ‘sustainable one’. The basic hypothesis emphasises that governance, conceptualized as a network of cooperating actors, seems to be an important pre-condition to initialize developmental processes that are more persistent, friendly - in an environmental sense - as well as strengthening social ties. The authors look for evidence to such a hypothesis in the analysis of three developmental projects implemented in one rural community localized in Małopolska region. This investigation has been a part of larger research project called “A Cognitive Approach to Rural Sustainable Development: The Dynamics of Expert and Lay Knowledge” (CORASON) carried out in 12 European countries under the 6th Frame Programme In the years 2004-2007. The results of the analysis lead to the correction and re-formulation of the initial hypothesis. Emergence of the governance network does not lead as such to initializing sustainable development processes in a particular social milieu. Neither do, per se, various types of knowledge carried by various actors in governance network. The basic factor leading to sustainable development seems to lie in a particular configuration of governance network containing various types of actors addressing all three main dimensions of sustainable development: environmental, economic and social one.
