Summary/Abstract: Zog's viewpoint was that Albania, as a small country, had to lead a clear foreign policy, so without illusions.To accomplish this, according to him, Albania had to respect the independence and integrity of neighboring states, so that they also respected the independence and integrity of Albania. His motto represented a system of non-nationalist opinions. The Albanian King was led by realistic politics and political pragmatism, also with the principles of preserving and strengthening his political power. Considering that political activity should not be resumed immediately, the ideas for starting a new war, Zogu regarded as dangerous political adventurism. The Albanian government didn’t wanted that the Kosovo issue to disrupt the friendly relations with the Kingdom of Yugoslavia - on the contrary, they wanted it to be a factor that would further strengthen them. However, Zogu’s governments opposed the discrimination against Albanians abroad Albania; they judged the attempts to violently suppress Albanian uprisings and their expulsion in Turkey. Of course, they asked many times for the cessation of these behaviors. But, Yugoslavia always responded that they considered the Kosovo problem as an internal problem, condemning the involvement of the Albanian Government in this issue. Calling himself “King of Albanians", the good treatment for housing and accommodation the Kosovar’s and Cam’s in Albania, then, the importance it gave to the issue of Albanian minorities in Yugoslavia and Greece at Balkan conferences, etc. were some positive aspects of Zogu's foreign policy. He also cultivated a nationalist spirit and a national education, which influenced the establishment of Kosovo in the historical memory of Albanians as a natural part of the Albanian nation. Although, in many cases his policies towards Albanians outside Albania stagnated and failed completely. Yet, having in mind the power of Albania of that time, his contribution must not be depreciated. Ambitious and successful in his political actions, Zogu is one of the rare Albanian politicians who is well-known for his political actions towards Kosovo. In fact, he did not anger the Serbs to the point that he could risk his power, and did not anger the Albanians to the point that they did not recognize him as King of Albania.
