Summary/Abstract: European Union decided to provide annual financial support candidate countries in Central and Eastern Europe through three instruments: - PHARE program (Council Regulation 3906/89); - ISPA (Council Regulation 1267/99); - SAPARD (Council Regulation 1268/99). That regulate these programs have been amended by Commission Regulation (EC) no. 2257/2004 of 20 December 2004 amending Regulations (EEC) no. 3906/89, (EC) no. 1267/1999, (EC) no. 1268/1999 and (EC) no. 2666/2000, in order to take into account Croatia's candidate status. Assistance provided by each of these instruments is coordinated in accordance with Council Regulation 1266/99. Assistance is given in general created the association agreements signed with the beneficiary countries, taking into account the objectives of the Accession Partnership.
