Summary/Abstract: It is attempted to summarize in a short review the extensive book with the (romanian) title “Culture and Propaganda” in its time-political constellation: it is the establishment of the “Deutsches Wissenschaftliches Institut” in Bucharest/ Romania, April 1940, led by Ernst Gamillscheg and of the “Institutul Român din Germania”, in Berlin, led by Sextil Puşcariu, two of the most important Linguists of Romance Philology in the first half of the 20th century. The versatile cultural-political exchange between the two countries lasts until the “Day of Liberation from the Fascist Yoke” in Romania on August 23, 1944.
