Referendum in the spotlight again

Summary/Abstract: Not so long ago, on the pages of this magazine, I dealt with two then current draft constitutional laws on the referendum. Half a year later, we are in a similar, but not identical, situation. Parliament is again discussing two draft constitutional laws on the referendum - the government's draft general referendum and the Senate's draft European referendum - but at different procedural stages than in 2000. On 7 February the Senate's proposal was adjourned before the beginning of the debate in the third reading until the discussion of the government's proposal in the Senate.
