Summary/Abstract: Through the Accesion Treaty to the European Union, Romania has made a series of commitments in its new capacity of EU member-state, one of which being that of alignment with the European standards set by the primary and secondary European legislation in the field of collecting and managing solid waste. The intercommunitary development associations have represented, in this context, an institutional frame-work established by law, for the common administration of the services operating integrated waste management systems and of the related infrastructure. In the present article, having as starting point a case-study, we shall try to identify the coordinates of the liability or responsibility that local public administration authorities hold for the administrative decisions taken in this matter.
