Summary/Abstract: "Many parliaments have taken public hearings along the lines of the United States, with greater transparency in the influence of interest groups and greater involvement of the media and citizens in the legislative process," writes Klaus von Beyme. Max Weber refers to public hearings, resp. parliamentary polls, such as "an attempt by parliament to obtain information itself directly from stakeholders", ie private operators with confidential knowledge of a particular matter, thereby reducing the information deficit of parliament, which makes it dependent on bureaucracy.
