Summary/Abstract: The breakout of World War I caused big geopolitical changes. In Wieluń area, after the tsarist administration left this region in August 1914, Germans held the authority until 1918. On 10th- 11th November 1918 local headquarters of Polish Military Organisation took control over Wieluń with surrounding villages and German army evacuated of their own will. Polish people started to organise their own administration. One of its elements was creation of security servicelieutenant colonel Tadeusz Świderski, former tsarist officer, was the one to establish it. After delegating him to Russian Civil War, the head of the new service became Janusz Felsenhart- Skalski. Wieluń County Police (it was the name of this organisation) was a kind of municipal police. It operated between November 1918 and July 1919. In this period many other security service groups were incorporated into National Police. Serious problems of functioning Wieluń County Police were the shortages of equipment, uniforms and arms, and very poor discipline and education. Policemen of Wieluń County Police were supposed to accomplish duties of public safety and other tasks which nowadays are not associated with police service. The establishment of Wieluń County Police was the beginning of National Police in that area.
