Summary/Abstract: The beginning of the third millennium has brought important changes to the paradigm of the global security. The disappearance of the bipolarity after the end of the Cold War led to the disappearance of strategic symmetry. The implosion of the Warsaw Treaty and the chaos that appeared after the collapse of the communist system, left the door open to asymmetry and led to emphasizing the security dilemma. The international security environment faced a dramatic change after the terrorist attacks of September 11, 2001 on some objectives in the USA (World Trade Center and the Pentagon), when the new international circumstances determined the implementation of the new rules in the field of the international security.
