Summary/Abstract: The right to life, to free movement and security are man`s fundamental rights according to the articles 3 and 13.1. stipulated in the Charter of the United Nations Organization of Human Rights. These rights are mentioned in both the Constitution of Romania and the European Constitution. The state is obliged to assure to its citizens the optimal conditions so that they can exercise their rights. In line with the articles 34 and 35, the Constitution of Romania guarantees the following: the right to protect health – the state is obliged to take measures to assure the public health, to organize the medical assistance in case of accidents and to protect people`s physical health; the right to a healthy, balanced and ecological environment. Most public policies make reference to the principle according to which „the first condition of liberty is security”, the need of discipline of freedom being referred to by all the strategies that concern the reduction of the lack of safety degree and the consolidation of the capacities of the governmental authorities to assure public order. The road security, as a major component of public safety, represents a major issue at international level if we take into consideration the fact that, annually, millions of people are seriously injured or even die in car accidents and a lot of damages of millions of euros a regenerated. As the results of the measures that aimed the increase of the security of people involved in road traffic and the ambitious objective to reduce at a half the number of dead people because of car accidents between 2001 – 2010 at the level of the European Union failed, the number of dead people in car crashes în the EU being reduced with only 35% up to 2 010, the European Commission decided to elaborate new directives for the period 2011 – 2020 for a safe European roads, by keeping in attention the main objective of reducing the dead people in car accidents by 50% compared to the previous period. The European Commission considers as unacceptable the big number of both dead people in car accidents and injuries, recognizing that the safe and durable transport system contributes at competitiveness and prosperity, at the employment, security and safety at European level. In this sense, the European Commission elaborated and communicated a detailed program concerning the road safety for the period 2011 – 2020. The plan of reducing by 50% the number of victims in car accidents at the EU level between 2001 – 2010 was not foreseen în public policies of Romania.
