Summary/Abstract: In Israel the relation tissue between the Jewish majority and the Arab minority is characterized in increasing tensions and in exclusion and negation relations, worsening of inequality may also cause a crisis and violence and create a threat upon the democratic character of the country. In the current research the authors examined the equality issue in the education policy in the state of Israel and focused on the role of Higher education institutions in multi-culturalism implementation in order to treat equally the majority and minority sectors
