Summary/Abstract: Due to a tradition of migration, which has been applied as a survival and developmentstrategy since the 19th and throughout the 20th century, today’s Republicof Croatia has a diaspora spread all over the world. Diaspora outreach and returnpolicies have been part of the Croatian transition and state building process. Togetherwith – mostly – regional immigration, return migration has decisively contributedto positive net migration until the early years of the 21st century. However,since the financial crisis and the following recession years net migration rateshave dropped into minus. Emigration has significantly increased further sinceCroatia´s accession to the European Union.The article explores post-transition migration dynamics and policy responses. Itdiscusses the significance of internationalization and transnational mobility aswell as diaspora outreach as a development strategy for the Croatian economyand society.
