Summary/Abstract: Nowadays, the whole world finds itself in an emergency situation, which joins medical, social, economic, and political phenomena together. We can barely evaluate, understand, and prognosticate consequences of these phenomena. This situation resembles the theory of black swan very much. The main features of the theory implies unpredictable events and undetermined consequences, which give impetus to social processes and change the life of each human being, as well as a society and the world on the whole. Economists have already begun to comprehend this situation and to offer own recipes. Although we cannot develop the anti-crisis package, our goal is to demonstrate peculiarities of an economic policy under crisis conditions. The author proposes blocks of economic problems to be solved strategically. These blocks should underpin the development of necessary tactic instruments.
