Summary/Abstract: Growing migration is not an unexpected phenomenon as Lithuania while preparing for the accession to the European Union guaranteed its citizens their right of free movement, i.e. legal migration to the European Union countries. Financial and social motives dominate in the structure of legal migration motives. It is important to stress that Šiauliai residents’ motives do not differ from other Europeans’ motives. Identification of factors unfavorable for migration may help employers to develop new policy in human resources management and their motivation retaining employees.
