Summary/Abstract: The legal protection of human rights undoubtedly is a concern for the entire society, as they are guaranteed by both European and national legal acts. However, in practice, the measures for the protection of individual rights and freedoms may conflict with measures established for the protection of other social values. The ever higher number of threats to social order and security requires a solid response from the authorities and international joint efforts to minimize the risk of altering fundamental social values such as life, community security, etc. Thus, regulations should be adopted to fight the threats that may conflict with the protection of other fundamental rights and may intrude in an individual’s privacy. Preventing and combating money laundering and terrorist financing is an international focus, especially given the terrorists attacks in the last years, which have outlined the converging trend between organized crime and terrorism. The study aims at analysing the regulation of these issues at the European level, the transposition of these regulations into Romanian legislation and whether a balance is ensured between European security and other individual rights and freedoms.
