Social Policy and Disability. Theory of Research and Practice of Action Based on Particular Undertakings For the Benefit of Disable Persons

Summary/Abstract: In the article the question of social policy is discussed in the context of disability and support of disabled persons. The first part contains an overview of the ways in which the concept of social policy is defined in scientific language in Poland and abroad. Next, references to this term are presented in EU legal documents and in Polish legislation. Theoretical context of the article are the critical-affirmative approach to social policy (Ryszard Szarfenberg) and evidendenced-based policy (Ray Pawson), as well as social and civic rights-based model of disability. The authors analyze how the academic debate regarding disability and the theoretical models represented therein transpire into the philosophy of system of supporting the disabled in Poland, the forms of its legislative regulations and particular actions within its framework. Real operations of this sphere of social policy were presented based on ready data and case studies of four projects supporting disabled persons, conducted by non-governmental organizations in Małopolska.
