Summary/Abstract: What does democracy mean? What are the main characteristics of democracy? Before evaluating the First Grand National Assembly of Turkey Parliament's contribution to Turkish democracy, it is necessary to answer these questions. People are equal in democratic governments. In democratic governments, not only the party (s) coming to power but also the rights of others are protected. One of the main indicators of democratic governments is the participation of citizens in the management process. They must participate in the election. There should be more than one party to participate in the elections. As democracies make progress, accountability and transparency are added to these criteria. The purpose of this proclamation is to discuss the fact that if the foundation of First Grand National Assembly would be a contribution to Turkish democracy or not. There will be stress on the establishment of the assembly regarding how and which conditions had affected, and the gains to the history of Turkish democratic history. The democratic environment of assembly will be examined through the existence of political groups instead of political parties. The sovereignty of peoples will be highlighted.
