Summary/Abstract: Education has become one of the giving up of our lives with the development of the world. People who are unable to carry out their development in human life consisting of different stages or who have difficulty in this regard need special attention. This need for attention is most commonly seen in the educational process. For this reason, it is aimed to investigate and address the institutional elements that should be considered during the education of students who need special attention in this research. In this research prepared by the method of literature review; individuals in need of special education, the reasons that lead to the classification and need of these individuals, what is special education, the basic objectives and principles of private education, special educational institutions, special educational environments, employees of special educational institutions, opportunities for the opening of special education institutions and institutional elements are discussed.
