Summary/Abstract: The author aims to define the role of the "People's Advocate Institution" in the relationship of the administration with the citizens, as constitutional mechanism indispensable to the system of protection of fundamental rights and freedoms. The analysis of the "People's Advocate" institution is done on several levels - philosophical, legal, social, diplomatic. The study also presents the main aspects of human rights protection by ombudsman institutions in EU Member States, including the European Ombudsman. The author shows the correlation between these institutions and others with similar purposes, identifies the trends in the field and suggests solutions, conclusions, and recommendations regarding the protection of children's rights. They are all arguments in favour of a legislative proposal on the establishment of the "Advocate for Children" institution, in order to improve the current legislative and institutional framework by including an instrument for the protection of children's rights.
