Summary/Abstract: While examining how the content of religious rights is implemented in practice, the author analyzes the way the citizen-civil/public administration relationship is reflected in the norms related to the right to religious education. Particular interest is taken in the implementation of the right to religious freedom and the teaching of religion in schools, the legislation devoted to and the implementation of religious rights in public institutions, with special reference to the right to religious assistance in public institutions and the rights related to marriage and the family in the relationship between the citizen and the Church and the public authorities. Particular emphasis is laid on the idea that it is the duty of religious communities to offer religious assistance, in accordance with their knowledge and practices, to their own congregations, irrespective of the circumstances. The author particularly has in mind those categories of persons that find themselves in a situation of crisis or other special situations, who are in an increased need for religious assistance. This is the case of persons suffering from diseases or with disabilities, persons accommodated in social assistance homes, and persons subject to a regime of limited freedom (detainees and the military).
